DHSUD extends compliance deadline to boost socialized housing output

The Department of Human Settlements and Urban Development on Thursday said extending the compliance period for private developers will help sustain the production of socialized housing under President Ferdinand R. Marcos Jr.’s Expanded Pambansang Pabahay para sa Pilipino (4PH) Program.

In a memorandum dated 28 January 2026, the DHSUD reiterated the suspension of ancillary administrative sanctions arising from non-compliance with balanced housing requirements on deferment, extending the period until 31 March 2026. The move marks the second extension of the compliance deadline.

The suspension covers sanctions such as cease-and-desist orders and the suspension or cancellation of licenses to sell.

Housing Secretary Jose Ramon Aliling said the extension supports the President’s directive to accelerate housing delivery while maintaining regulatory standards.

Under the memorandum signed by Supervising Senior Undersecretary Sharon Faith Paquiz, Orders of Imposition of Administrative Sanction (OIAS) will not be entered into the DHSUD clearance system until the end of the extended period. Under existing rules, developers with pending compliance issues are barred from applying for certificates of registration and licenses to sell for new projects.

The order clarified, however, that developers may still apply for and secure certificates of registration and licenses to sell for new socialized housing projects even if they have pending compliance requirements from previous developments.

Officials said this provision allows socialized housing construction to continue without disruption while giving developers additional time to comply with issued OIAS.

“More CR/LS means more housing units produced. This extension is meant to ensure the continuous implementation of socialized housing projects while providing developers with enough time to comply with our policies,” Paquiz said.

The memorandum also outlined remedies available to developers to settle compliance issues, including the payment of applicable fines, timelines for filing motions for reconsideration or appeals, and other options provided under existing laws, rules and regulations.

In line with President Marcos Jr.’s directive, DHSUD said it is also exploring measures to further speed up the nationwide rollout of the Expanded 4PH Program. Secretary Aliling recently convened an inter-agency meeting to establish “express lanes” for licenses and permits covering socialized housing projects.
