A decline of 13.08 percent in crime incidents was recorded in Manila in the fourth quarter of 2025, with both index and non-index crimes registering decreases, based on data presented by the Manila Police District to Manila Mayor Francisco Isko Moreno Domagoso during the district’s first Command Conference for 2026.
Peace and order data presented by MPD chief Police Brig. Gen. Arnold Abad showed total crime incidents fell from 2,110 cases in the third quarter to 1,834 cases in the fourth quarter, or 276 fewer incidents.
Index crimes declined from 291 to 239, while non-index crimes dropped from 1,819 to 1,595 over the same period, according to the report.
Domagoso said the decline reflects sustained law enforcement efforts and a policy of accountability for criminal acts in the city.
“As a matter of guarantee to the people of Manila, gusto nating pigilan lahat ng kriminal. May awa ang Diyos, gabayan nawa tayo. Pero ’pag halimbawa sila ay nakaligtas o nakatakas sa krimen na ginawa nila, we make sure that they’re going to be brought to justice, so that it creates certainty in the City of Manila,” Domagoso said.
“To the criminals, now you know, it’s not worth it to do crimes against property and person in the City of Manila while we are aroud,” he added.
The mayor stressed that law enforcement efforts remain focused on delivering justice for victims.
“We will go after them wherever they are hiding and even if they hide for too long. I really don’t care. Basta we bring justice to the victim. ’Yun naman ang common. I think that’s also your orientation,” Domagoso said.
He also praised police discipline during operations, emphasizing restraint and strict adherence to due process.
Domagoso noted that the public has observed an increased police presence on the streets, particularly during late-night and early-morning hours, while also reminding officers of the risks inherent in police work.
The mayor thanked Abad and MPD personnel for their performance during the period.
“I’m happy and I’m proud of each and every one of you,” Domagoso said, urging officers to remain focused and sustain the gains in crime reduction as Manila enters 2026.
