DHSUD sees rising private sector support for Expanded 4PH

The Department of Human Settlements and Urban Development (DHSUD) said more Quadruple A contractors are set to join the Expanded Pambansang Pabahay para sa Pilipino (4PH) Program, citing growing private sector trust in the government’s flagship housing initiative.

In a press release dated 21 January, DHSUD said Thaison Builders and Data Land Inc., both holding Quadruple A licenses from the Philippine Contractors Accreditation Board (PCAB), are now in the final stages of talks with the department and the Pag-IBIG Fund to undertake housing projects under the Expanded 4PH.

A Quadruple A license is the highest contractor classification issued by the PCAB, granted to firms recognized for financial stability, technical capability, and industry track record.

DHSUD Secretary Jose Ramon Aliling said the entry of top-tier contractors strengthens the nationwide rollout of the housing program and reinforces confidence among stakeholders.

“Ang pagpasok ng mga dekalibre at respetadong contractor sa Expanded 4PH ay malinaw na patunay sa lalong lumalawak at lumalakas na suporta ng private sector,” Aliling said.

Last month, Megawide Construction Corporation also entered into a memorandum of agreement with Pag-IBIG Fund to initially build 7,000 socialized housing units nationwide under the program.

Aliling noted that credibility remains a key factor in housing development, benefiting developers, builders, and homebuyers alike, as DHSUD pushes for safer, affordable, and sustainable housing.

Since assuming office, Aliling said DHSUD has recalibrated the 4PH program by introducing additional modalities to expand beneficiary coverage and provide more options for prospective homeowners.

He added that the department continues to encourage greater private sector participation through streamlined licensing processes and sustained dialogue to better align public and private sector efforts in the housing industry.

“Mahalaga po ang papel ng private developers sa Expanded 4PH, sila po ang nangunguna sa production ng socialized housing at tayo sa DHSUD ay aagapay sa kanila sa pamamagitan ng mas mabilis at malinis na serbisyo,” Aliling said.
