DHSUD clears pending housing registrations filed in 2025

The Department of Human Settlements and Urban Development (DHSUD) on Saturday reported that it has released the remaining pending certificates of registration and licenses to sell (CR-LS) filed in 2025.

According to DHSUD, its regional offices and the Housing and Real Estate Development Regulation Bureau (HREDBRB) acted on 129 applications carried over from last year, all of which were processed within the first 10 working days of 2026.

DHSUD said compliant applications were immediately released, while others were returned to developers for completion of requirements. Some applications were terminated due to noncompliance.

Supervising Senior Undersecretary Sharon Faith Paquiz said other CR-LS applications were either assessed as incomplete and are now up for compliance by developers, or were cancelled for failure to submit requirements within the prescribed period.

She explained that delays were largely due to incomplete documentation, while cancellations resulted from missed deadlines. The released CR-LS covered various socialized, economic, and open-market housing projects nationwide.

Meanwhile, DHSUD Secretary Jose Ramon Aliling assured the public of the agency’s continued efforts to streamline processes.

“Asahan po ninyo na patuloy na magsisikap ang DHSUD upang mas mapabuti at mas mapabilis pa ang ating mga proseso para sa kapakinabangan ng ating mga stakeholders,” Aliling said.

To sustain momentum, DHSUD said new CR-LS applications for 2026 will be acted upon within the timelines set under its streamlined guidelines.

On 5 January, the DHSUD secretary directed all regional offices to release pending 2025 CR-LS applications that had completed requirements within the first 10 working days of 2026.

The initiative supports the rollout of the Expanded Pambansang Pabahay Para sa Pilipino (4PH) Program. With the issuance of CR-LS and other regulatory reforms, DHSUD said socialized housing production by private developers is expected to accelerate.

Earlier, DHSUD and the Department of Economy, Planning, and Development (DEPDev) issued a joint memorandum adjusting the price ceiling for socialized housing to P950,000 for house-and-lot or horizontal developments, and P1.8 million for condominium-type projects.

DHSUD also said it is coordinating with the Bureau of Internal Revenue to simplify and streamline the tax-exemption application process for socialized housing projects.
