IPOPHL’s ascent to the ranks of global IP leaders

This latest accolade places the Philippines among the world’s leading IP institutions, a clear signal that our IP ecosystem has grown in maturity, responsiveness and global relevance.

In an age where ideas are global currency and innovation defines a nation’s future, the Intellectual Property Office of the Philippines (IPOPHL) has once again brought pride to the country with a remarkable global achievement.

In the World Trademark Review (WTR) IP Office Innovation Ranking 2026, IPOPHL landed in third place — together with Benelux, Japan, and Thailand — among the most innovative intellectual property offices in the world, a milestone that reflects not only institutional excellence but also advancements with the modern world.

This latest accolade places the Philippines among the world’s leading IP institutions, a clear signal that our IP ecosystem has grown in maturity, responsiveness and global relevance. But this success did not come overnight; it was the result of sustained efforts to modernize, expand services, and put Filipino innovators at the center of everything IPOPHL does.

Historically, IPOPHL’s rise in the WTR innovation standings has been nothing short of impressive. In the 2022 WTR IP Office Innovation Ranking, in the midst of the pandemic, IPOPHL jumped to ninth place from 24th, making it the only developing country to rank within the top 10 out of 60 IP offices worldwide, ahead of some of the world’s most established agencies.

This leap was celebrated as an “impressive rise” driven by digitalization and service transformation during the pandemic. I am proud to say that this happened during my term as Director General of IPOPHL.

In the 2024 edition of the global ranking, IPOPHL continued to maintain strong international recognition, placing 13th as it was commended for its robust outreach and education programs that brought greater awareness of IP rights across communities. These standings reflect not just a numerical climb, but a narrative of determination, adaptation, and forward thinking.

The 2026 achievement marks another peak in that narrative. Being ranked third globally is a testament to IPOPHL’s progressive approach: embracing digital transformation, improving service delivery, expanding value-added offerings, and ensuring stakeholder engagement remains a central focus.

These innovations help Filipino creators, entrepreneurs, small and medium enterprises, and multinational partners protect and leverage their intellectual property — essential tools in a knowledge-based global economy.

Innovation in IP administration matters because it decides how fast an inventor can protect an idea, how confidently an entrepreneur can enter a market, and how seriously foreign stakeholders take our ecosystem. Every improvement in e-filing, every capacity-building program, every value-added service shortens the distance between a Filipino idea and the global stage.

For Filipino inventors, artists, designers, and thought leaders, this recognition is more than symbolic. It signals that the Philippines is no longer on the periphery of global innovation discourse—we are participants, partners, and, increasingly, leaders. IPOPHL’s achievements provide a strong foundation for our creative industries to flourish and for Filipino ingenuity to gain greater appreciation on the world stage.

As we celebrate this extraordinary recognition, let us acknowledge the vision, dedication, and hard work of the men and women of IPOPHL, specifically the Bureau of Trademarks led by Director Jesus Antonio Ros. Their commitment has not only elevated the office on a global scale but has also empowered countless Filipinos to pursue their ideas without boundaries.
