Converge ICT Solutions Inc. has been declared the country’s national broadband leader after topping key performance metrics in a December 2025 assessment conducted by the Department of Information and Communications Technology (DICT).
According to the DICT report, which was carried out under the agency’s Oplan Bantay Signal program, Converge delivered the fastest average speeds, lowest latency, and most consistent broadband performance among all providers evaluated during the period.
The assessment showed that Converge recorded an average speed of 193.61 Mbps—combining both download and upload speeds—in Metro Manila, based on nearly 700,000 speed tests conducted across the capital region.
DICT’s Oplan Bantay Signal program monitors and analyzes network performance nationwide to assess service quality and coverage effectiveness. The December 2025 report compiled data from extensive speed testing and nationwide monitoring, focusing on critical metrics and performance indicators.
“Converge ICT's performance sets the national benchmark for fixed broadband excellence. The company demonstrates that fiber infrastructure can deliver consistent, high-quality service across diverse geographic conditions,” DICT Secretary Henry Aguda said in the report.
The DICT cited Converge’s performance across key indicators, including the best average download speed, best upload speed—indicating symmetric performance—and latency of 10.67 milliseconds, which the report described as optimal for real-time applications.
Converge Chief Operations Officer Benjamin Azada said the recognition affirms the company’s ongoing network improvements.
“Beyond these metrics of upload and download speeds, we are actively improving our network for increased reliability and consistency in performance, at the same time as we work on enhancing connectivity in select parts of the country. We are looking at this from multiple perspectives, but definitely this is a badge of honor for us,” Azada said.
He added that the DICT review also identified areas for improvement.
“DICT’s report gives a fair and balanced view; they also called our attention to specific areas where we need to improve our performance. We recognize this call and we pledge to focus our attention on these areas experiencing low or intermittent connectivity; yearly we allocate a budget not just for network expansion but also repair and recovery. We will put these investments to good use,” Azada said.
Azada also noted that the DICT findings validate third-party assessments, including by Ookla, which earlier cited Converge as the Fastest Fixed Network in the first half of 2025, along with recognitions for Best ISP Video Experience, Best ISP Gaming Experience, and Best Fixed Network overall.
“Converge has set the standard for fixed broadband in the Philippines, proving that world-class connectivity is possible for every community,” Aguda said. “In line with the President’s vision that nobody should be left offline, and through the Digital Bayanihan initiative, we are determined to bring reliable internet to every Filipino so that education, entrepreneurship, and opportunity are within reach for all.”
