Napolcom files raps vs PNP general over PPE noncompliance, luxury item

Non-compliance with lawful directives and the public display of a luxury item prompted the National Police Commission (Napolcom) to file administrative charges against a Philippine National Police (PNP) general.

In a statement released Tuesday afternoon, Vice Chairperson and Executive Officer Commissioner Rafael Vicente Calinisan announced that charges of Less Grave Neglect of Duty and Conduct Unbecoming of a Police Officer have been filed against PNP Health Services chief Brig. Gen. Jezebel Imelda Medina.

Calinisan said that while Medina was serving as director of the Health Service, she deliberately failed to comply with a directive to conduct a Psychiatric and Psychological Examination (PPE) on a police patrolman from the Quezon City Police District (QCPD) who was involved in what Napolcom described as “seditious activities.”

Although the commission did not name the officer, the case traces back to May 2025, when Napolcom dismissed Francis Steve Fontillas from service for allegedly inciting sedition through Facebook reels and public statements.

A second administrative case arose from Medina’s alleged public display of luxury footwear valued at an estimated P70,599.75 while in PNP uniform. The amount is close to the P91,058 monthly salary of a PNP brigadier general under Salary Grade 2026.

“This act raises serious concerns about modest living and ethical conduct, standards required of all public servants and, most especially, of senior police officers whose actions set the tone for the entire organization,” the statement read.

Napolcom assured the public that it will continue to “uphold transparency, accountability and the rule of law.”
