Metropolitan Manila Development Authority Chairman Romando Artes on Monday disclosed the agency’s plan to take a more active role in the planning of flood control and other infrastructure projects in the National Capital Region.
Artes made the statement during a press briefing, saying the MMDA is in discussions with Public Works and Highways Secretary Vince Dizon regarding possible cooperation.
“Because as you know, the DPWH handles the infrastructure projects insofar as flood control is concerned. They are just turned over to us once they are completed,” Artes said.
He said that based on their discussions with former Philippine National Police chief and now MMDA general manager Nicolas Torre III, the agency wants to be involved from the very beginning of project planning, execution, and implementation.
Torre took his oath as MMDA general manager last week, replacing Procopio Lipana.
Artes said Torre will prioritize traffic management and flood control.
During the press conference, Artes also said Torre would submit a report on the inspection they conducted on the ongoing EDSA rehabilitation, noting that the MMDA wants to ensure that all agreements—particularly on area clearing—are being strictly followed.
Torre, for his part, said he wants policies to be data-driven before acting on any concerns to ensure they are consistent with agreed plans.
He added that Artes is his superior and that he is willing to be guided on what should be done to ensure projects are properly executed before implementation, stressing the need for coordination and stakeholder involvement.
