LTO drops registration fees for motorcycle top boxes, saddlebags

The Land Transportation Office (LTO) on Monday announced that it has scrapped the registration fee for custom-made top boxes and saddle bags for motorcycles to help riders ease their financial burden.

According to the LTO, this initiative is aligned with the directive of President Marcos Jr. and Acting Transportation Secretary Giovanni Lopez to help individuals who rely on their motorcycles for work, particularly delivery drivers and other workers who earn a living using their trusted two-wheel vehicles.

LTO Chief Assistant Secretary Markus Lacanilao signed a memorandum removing the P100 registration fee for each top box or saddle bag attached to motorcycles.

“Ito ay malaking tulong sa mga rider na umaasa sa kanilang motorsiklo sa kanilang motorsiklo sa kanilang paghahanapbuhay para maalis na ang dagdag na gastusin,” Lacanilao said.

The LTO said that the policy is part of its 7-point reform agenda, which seeks to eliminate unnecessary fees while maintaining road safety standards. Asec. Lacanilao stated that the measure aims to lessen riders’ expenses without compromising vehicle safety and regulatory oversight.

The agency reminded the public that despite the removal of the fee, registration is still required for all custom-made top boxes and saddle bags. The LTO emphasized that this is necessary for its role in checking the reliability and safety of motor vehicles traveling on public roads with additional accessories.

“Bagama’t wala ng bayad, ang pagpaparehistro sa LTO ay mananatili pa rin para sa lahat ng custom-made na top box at saddle bag. Binibigyang-diin ng ahensya na ito ay mahalaga para sa kanilang tungkulin na suriin ang kakayahang tumakbo ng makina, kaligtasan, at kung angkop ang mga sasakyan na may mga karagdagang kagamitan, upang tiyakin na ito ay sumusunod sa mga itinakdang pamantayan ng LTO”, Asec. Lacanilao said.

“Ang balanseng pamamaraan na ito—pagpapagaan ng pasanin sa pananalapi at pagpapanatili ng regulasyon—ay naglalayong protektahan ang mga motorista at iba pang gumagamit ng kalsada habang sinusuportahan pa rin ang mga pangangailangan ng mga may-ari ng motorsiklo", he added.

The LTO said that it will now provide a certification in a format prescribed by its central office instead of issuing an official receipt as proof of registration. The agency urged regional directors, law enforcement officers, and leaders of inspection centers to fully comply with the mandate and help motorcycle owners complete their registration process without any delay.
