The bold move of the House of Representatives (HoR) to pass the landmark measure Blue Economy Act, was extolled by the American Chamber of Commerce of the Philippines (AmCham).
The business group said the landmark measure would establish a comprehensive national framework for the sustainable development and governance of the country’s vast marine and coastal resources.
“This legislation recognizes the Philippines’ maritime domain as a critical economic, environmental, and strategic asset. It provides a forward-looking policy framework that promotes inclusive growth, climate resilience, investment, and innovation across ocean-based industries, while ensuring the long-term protection of marine ecosystems and coastal communities,” AmCham said in a statement.
Also, the business organization stressed that the legislation would promote the sustainable use of marine resources and responsible coastal development, in line with the administration’s vision of revitalizing the Philippine maritime economy.
AmCham has consistently supported the Blue Economy agenda across several Congresses, actively advocating for its passage through policy dialogues, position papers, and sustained engagement with lawmakers and relevant government agencies.
“This long-standing support reflects AmCham’s firm belief that a well-governed blue economy is essential to strengthening Philippine competitiveness, attracting quality investment, and creating sustainable, high-value jobs, particularly in coastal and island communities,” AmCham further stressed.
Following President Ferdinand Marcos Jr.’s most recent State of the Nation Address, AmCham issued a statement welcoming the administration’s commitment to inclusive growth, improved public service delivery, and stronger collaboration with the private sector.
The bill represents a key part of that agenda, AmCham said.
“The Chamber also welcomes the bill’s emphasis on coordinated governance, science-based policymaking, and the mobilization of public and private investment to unlock the full potential of ocean-based sectors. These reforms are aligned with international best practices and global sustainability goals, positioning the Philippines as a regional leader in responsible and resilient maritime development,” it said.
The group said it looks forward to working closely with all stakeholders to support the successful enactment and implementation of the Blue Economy Act, in addition to other reforms that promote sustainable growth, environmental stewardship, and long-term economic resilience for the Philippines.
