The Land Transportation Office (LTO) on Wednesday confiscated the driver’s license of Carlo Subong, the brother of celebrity comedian Pokwang, following his involvement in a viral road rage incident.
Subong voluntarily appeared before the LTO in compliance with a Show Cause Order (SCO) requiring him to explain why his license should not be permanently revoked for being an Improper Person to Operate a Motor Vehicle. The charge stems from an incident in which he was caught physically assaulting and threatening a man pushing a cart in front of the victim’s three-year-old daughter. The confrontation was widely circulated online over the weekend.
“We confiscated his (Subong) driver’s license because of his action. Kahit walang complainant o nagrereklamo, hindi tayo dapat nanakit. Di karapat-dapat yun. Hindi papayag ang LTO (na nangyayari ang mga ganito),” LTO Chief Assistant Secretary Markus V. Lacanilao said after emerging from a closed-door meeting with Subong and the father and child involved in the incident.
“Sinabi rin ng ama ng bata na amoy alak siya,” Lacanilao added.
He said Subong’s license will eventually be revoked once the LTO Intelligence and Investigation Division (IID) submits its resolution following hearings with the parties involved.
“Hindi dapat dinadaan sa init ng ulo. Maging makatao tayo. Mahabang panahon na di nirerepesto ang gobyerno. Ito ang magbabago ng ganun pag-ugali,” Lacanilao told the Daily Tribune, noting that the case should serve as a warning to motorists prone to road rage.
Lacanilao said it was better that Subong’s sister, Pokwang, publicly apologized for her brother’s behavior, adding that “siya (Subong) di nagsorry.”
Aside from the confiscation and pending revocation of Subong’s driver’s license, Lacanilao said the vehicle involved was also placed under alarm.
“Hindi niya maibebenta o’ maisasanla. Hindi niya rin marerehistro,” Lacanilao said of Subong’s white Toyota Hilux (NHU-932).
He clarified, however, that the vehicle alarm may still be appealed before the IID.
