The Bases Conversion and Development Authority (BCDA) and the Philippine Sports Commission (PSC) have agreed to provide sustained national training access for Filipino athletes at New Clark City, strengthening preparations for major international competitions.
PSC Chairperson John Patrick “Pato” C. Gregorio and BCDA President and CEO Joshua M. Bingcang signed a memorandum of understanding on 16 December 2025 at the New Clark City Athletics Stadium in Capas, Tarlac.
PSC Commissioner Edward L. Hayco and BCDA OIC–Senior Vice President for the Conversion and Development Group Mark P. Torres witnessed the signing.
Under the agreement, the PSC and its accredited national sports associations may regularly use New Clark City’s sports facilities, including the Athletics Stadium, Aquatics Center, and Athletes’ Village.
BCDA said the arrangement strengthens athlete preparation by ensuring consistent access to competition-grade facilities, reducing logistical costs, and allowing national teams to follow long-term, science-based training programs aligned with international standards.
“This is truly a partnership made in heaven. BCDA develops and manages high-value land and infrastructure, while PSC ensures these facilities are maximized for the training and development of our national teams,” Gregorio said.
The agreement formally integrates New Clark City’s sports facilities into the national sports system, positioning the area as the country’s primary high-performance sports hub while maximizing the value of government-built infrastructure.
“This partnership ensures that public investments directly support Filipino athletes and deliver measurable outcomes,” Bingcang said. “When facilities are fully utilized, athletes benefit, and the public sees clear returns.”
Earlier this year, BCDA and PSC also formed a joint task force to identify and assess BCDA-owned properties that could be developed into elite training and sports facilities.
Priority areas include New Clark City, which is being advanced as a national training center, and Baguio City, which has been identified for the development of a multispecialty high-performance sports facility to support athlete preparation across different environments.
To ensure accountability and sustainability, BCDA and PSC will jointly manage scheduling, maintenance protocols, and facility standards through a technical working group.
New Clark City is a 9,450-hectare greenfield development within the Clark Special Economic Zone envisioned as an inclusive, resilient, sustainable, and smart city. Developed by BCDA, the area aims to help decongest Metro Manila while serving as a growth and investment hub for Central Luzon.
