The Department of Agrarian Reform (DAR) on Monday distributed thousands of land titles, condoned millions of pesos in farmers’ debts, and delivered nearly P400 million worth of support services to agrarian reform beneficiaries (ARBs) in Cagayan Valley.
DAR Secretary Conrado M. Estrella III led the distribution of land titles, Certificates of Condonation with Release of Mortgage (CoCRoMs), and support services during a ceremony at the Sports Coliseum along Bagay Road in Tuguegarao City.
The activity advances DAR’s mandate to secure land ownership for ARBs while providing essential support services aimed at improving farm productivity and rural livelihoods.
“By awarding land titles, condoning farmers’ debts, and providing vital support services, we are giving our farmers not just assets, but dignity, stability, and a stronger foundation for sustainable livelihoods,” Estrella said.
During the ceremony, DAR distributed 3,738 land titles to 3,672 ARBs under the regular Emancipation Patent/Certificate of Land Ownership Award (EP/CLOA) program and the Support to Parcelization of Lands for Individual Titling (Project SPLIT). The titles cover a total of 6,120.83 hectares of agricultural land across the region, enabling beneficiaries to fully own, manage, and invest in their farms.
DAR also awarded 1,706 CoCRoMs to 1,344 ARBs, effectively condoning P118 million worth of unpaid land amortizations. The debt relief covers 1,922.82 hectares of farmland and is expected to ease financial burdens, allowing farmers to channel income toward farm improvements, household needs, and livelihood expansion.
To further strengthen agricultural growth and community resilience, DAR will also turn over P347 million worth of farm-to-market road projects, P45.22 million worth of farm machinery and equipment, and P2.89 million worth of relief goods to beneficiaries across Cagayan Valley.
DAR said these investments aim to improve market access, reduce production costs, boost farm efficiency, and provide immediate assistance to farming communities.
Through these integrated interventions, the department continues to empower farmers, promote agrarian justice, and advance the government’s commitment to genuine land reform and sustainable rural development in the region.
