Crime rate in Region 3 has decreased by 5.87 percent in November, with comparative crime data showing total crime incidence decreased from 3,576 cases in October to 3,366 cases in November 2025, registering a reduction of 210 cases.
In a report issued by the Police Regional Office 3 (PRO3), the decrease in crime incidence reflects the sustained impact of intensified law-enforcement operations and proactive policing efforts of the PNP.
According to PRO3 Regional Director Police Brigadier General Ponce Rogelio I. Peñones Jr., the said effort is aligned with the PNP Focused Agenda under the leadership of Acting Chief, PNP PLTGEN Jose Melencio C. Nartatez Jr. and the 3Ps of PRO3, which are Protect the People, Pursue Peace and Order, and Promote Professionalism.
He added that crimes classified under the Eight Focus Crimes namely: Murder, Homicide, Physical Injury, Rape, Robbery, Theft, Carnapping (Motor Vehicle), and Carnapping (Motorcycle) also registered a decline. Cases dropped from 1,522 in October to 1,460 in November 2025, equivalent to 62 fewer cases or a 4.07 percent decrease.
In November 2025, PRO3 also recorded the arrest of all Top 10 Most Wanted Persons at the Regional Level within just four days, following intensified manhunt operations supported by actionable intelligence and close coordination among operating units.
The same operational momentum continued in December, as all Top 10 Most Wanted Persons at the Regional Level for December were likewise arrested within the first week of the month, underscoring the consistency and effectiveness of PRO3’s campaign against high-profile criminal personalities.
Meanwhile, PRO3 sustained its intensified anti-illegal drugs campaign, conducting 724 anti-drug operations in November 2025, which resulted in the arrest of 1,077 drug personalities. Authorities seized illegal drugs with a total estimated value of P25,304,232.98, consisting mainly of 3,676.116 grams of shabu worth P24,997,588.80 and 1,390.774 grams of marijuana valued at P166,892.88.
Peñones said the decline in crime incidence and the swift arrest of the region’s most wanted individuals reflect the effectiveness of sustained police operations and strengthened community cooperation, adding that PRO3 remains committed to intensifying law-enforcement initiatives.
