DAR, LANDBANK launch digital payment system in Central Visayas

The Department of Agrarian Reform (DAR) on Sunday reported that its Central Visayas office has taken a major step toward faster and more efficient public service delivery by partnering with the Land Bank of the Philippines (LANDBANK) to implement the LANDBANK Link.BizPortal, a secure online payment system for government transactions.

The partnership was formalized through a memorandum of agreement signed by Regional Director Atty. Sheila B. Enciso, Cebu Provincial Agrarian Reform Program Officer (PARPO) II Atty. Alvin L. Arante, and Bohol PARPO Jennette R. Oporto, along with LANDBANK branch managers from Mango Avenue, Osmeña Boulevard, and Tagbilaran.

The agreement strengthens DAR’s digital transformation efforts and aims to ensure more convenient, transparent, and secure financial transactions for its clients.

Enciso said adopting digital payment systems directly benefits agrarian reform stakeholders by improving service speed and accountability.

“This partnership with LANDBANK enables DAR to deliver services faster and with greater transparency. Digital payments help us ensure secure, traceable transactions while making our services more accessible to agrarian reform beneficiaries,” Enciso said.

At the provincial level, Arante said the platform will ease transactions and reduce the burden on both clients and frontline offices.

“The Link.BizPortal significantly shortens transaction time and simplifies fee payments. This system allows our clients to complete transactions more efficiently while helping our offices focus on delivering quality services,” Arante noted.

The LANDBANK Link.BizPortal allows clients to pay government fees online anytime and anywhere through various digital channels. By reducing manual processing and cash handling, the system improves operational efficiency, lowers administrative costs, and strengthens financial security.

DAR said the initiative forms part of its broader digitalization drive in support of the government’s e-governance agenda. Other ongoing reforms include electronic workflows, centralized data systems, and digital reporting tools designed to improve service reliability and accessibility for agrarian reform beneficiaries.

Through its partnership with LANDBANK, DAR Central Visayas continues to adopt innovative solutions to modernize operations and raise the quality of public service across the region.
