After Estrada's exit, Surigao del Sur solon quits budget bicam panel

House Committee on Appropriations Vice Chair and Surigao del Sur 1st District Representative Romeo Momo Sr. has resigned from the House of Representatives’ contingent to the Bicameral Conference Committee deliberating on the proposed P6.793-trillion 2026 General Appropriations Bill.

Momo stepped down after being implicated, along with officials from the Department of Public Works and Highways (DPWH) and the Commission on Audit (COA), in alleged links between his corporation and more than P1.4 billion worth of infrastructure projects.

In a statement, Momo said he decided to resign out of respect for democratic institutions and his commitment to public service.

“Guided by my firm belief in and respect for our democratic institutions, and my enduring commitment to public service, I have formally tendered my courtesy resignation as a member of the Bicameral Conference Committee deliberating on the General Appropriations Bill for Fiscal Year 2026,” he said.

Momo’s resignation came just three days after Senator Jinggoy Estrada also withdrew from the bicameral conference committee tasked with reconciling the Senate and House versions of the proposed P6.793-trillion national budget for 2026.

Earlier, dismissed DPWH district engineer Henry Alcantara named Estrada as one of the senators who allegedly acted as “proponents” of anomalous flood control projects funded through budget insertions in the 2025 General Appropriations Act. These so-called proponents allegedly received kickbacks of up to 25 percent of a project’s cost.

Momo clarified that his courtesy resignation “is not an admission of guilt,” but rather “an affirmation of the values that must guide every public servant honor, integrity, accountability, and respect for our institutions.”
