The National Police Commission (NAPOLCOM) has signed a Tripartite Memorandum of Agreement (MoA) to develop the Pension and Deduction Loan Information System (PDLIS), a new digital platform aimed at ensuring faster, more accurate, and more accountable processing of benefits for police pensioners and their beneficiaries.
The PDLIS will automate and secure the administration of Total Permanent Physical Disability (TPPD) and Death Benefits under Republic Act No. 6975. It includes a loan-locking mechanism designed to prevent errors and unauthorized deductions from pensions and salary-based benefits.
The MoA was signed between NAPOLCOM, represented by Chief Commissioner Rafael Vicente R. Calinisan; three donating financial institutions—the Armed Forces and Police Savings and Loan Association, Inc. (AFPSLAI), Air Materiel Wing Savings and Loan Association, Inc. (AMWSLAI), and PNP Lakas Tulungan Multi-Purpose Cooperative (PNPLTMPC); and system developer Codebiz IT Solutions, Inc.
Commissioner Calinisan said the initiative is part of NAPOLCOM’s digital reform agenda to strengthen accountability and ensure timely support to police personnel, retirees, and their families.
“Hindi lang ito tungkol sa teknolohiya,” Calinisan said. “It’s about making sure that our police pensioners and their families receive what is rightfully theirs on time, tama ang computation, at walang aberya. When our systems are fair and efficient, mas matatag nating naipapakita ang tunay na diwa ng serbisyo.”
He also thanked the partner financial institutions for fully funding the development of the system at no cost to the government.
“This partnership is an example of what happens when institutions work together for the common good. Salamat sa AFPSLAI, AMWSLAI, at PNPLTMPC for believing in our mission to elevate the way we serve our police personnel and the Filipino public.”
NAPOLCOM said the PDLIS will feature real-time validation, secure data processing, and automated loan-locking to ensure accuracy in loan amortization deductions. The system is expected to significantly reduce administrative delays and protect beneficiaries from incorrect or duplicate remittances.
Calinisan emphasized that improving back-end systems is essential to strengthening the Philippine National Police.
“Kung gusto nating magkaroon ng isang pulisya na mahusay at may integridad, kailangan ding ayusin ang mga sistemang sumusuporta sa kanila,” he said. “Reform is not just about discipline and investigation, it also means modern systems, honest processes, and a safety net that our police personnel and retirees can trust.”
The MoA signing underscores NAPOLCOM’s continued push for digital transformation and improved public service.
