CAGAYAN DE ORO CITY — The Commission on Audit (CoA) flagged at least 11 infrastructure projects in Cagayan de Oro City, with a combined contract cost exceeding P740 million, that were reported as “100 percent complete” in 2024 but were found to be unfinished upon inspection.
The findings, detailed in CoA’s 2024 Annual Audit Report, revealed significant discrepancies in construction accomplishment reporting by the Department of Public Works and Highways (DPWH) District Engineering Offices (DEOs).
Eight of the flagged projects, valued at P532.075 million, were implemented by the DPWH–Cagayan de Oro City 1st DEO.
These included several phases of the Iponan Bridge Widening Project, which CoA found could not be fully implemented because the superstructure work depended on the completion of an earlier phase that remained ongoing.
Three other projects, worth P208.619 million, were undertaken by the DPWH–Cagayan de Oro City 2nd DEO and were also found to have ongoing or unfinished work items despite being officially reported as finished.
Beyond Cagayan de Oro, the audit extended to 73 other DPWH projects implemented by various DEOs in Lanao del Norte and Misamis Oriental, citing deficiencies amounting to P1.564 billion.
CoA cited that while these projects were reported as completed, they were actually “deficient or unfinished within the contract duration.”
In a separate finding across Region 10, the CoA reported that 55 projects, including those in Cagayan de Oro, Lanao del Norte and Misamis Oriental, showed “negative variances” from contract agreements.
