MMDA upgrades NCAP violation management

The Metropolitan Manila Development Authority (MMDA) announced Friday a major upgrade to its No Contact Apprehension Policy (NCAP) web portal, introducing new features for easier violation management and payment, in line with President Ferdinand Marcos Jr.’s directive to improve digital public service.

The MMDA’s “May Huli Ka” website (mayhulika.mmda.gov.ph) now allows vehicle owners to view proof of violation online by simply entering their plate and MV File numbers.

Promoting accessibility, the portal now also allows users to register and track multiple vehicles under a single account, a feature officials say is ideal for transport network vehicle service operators, ride-hailing fleet managers, logistics companies, and commercial vehicle operators.

The website also introduced an E-Contest feature, allowing motorists to easily contest a violation ticket online. Once an account is verified, users can create a ticket, input details, and upload necessary documents, receiving an email notification when the MMDA Traffic Adjudication Division responds.

MMDA chairperson Don Artes said the updates provide the public with a more convenient way to review violations and manage their vehicles.

“With the new features made available in the May Huli Ka website, motorists can now check on their records anytime and anywhere as we continually improve on the system and make it more inclusive,” Artes said.

The MMDA also signed a memorandum of agreement with G-Xchange Inc. (GCash), allowing motorists to pay traffic and littering fines through GCash Pay Bill. Edgardo Layug, GCash for Business Head, noted that the convenience fee per transaction has been lowered from P12 to P7. Payments are reflected the next business day.

“The partnership is in line with their mission to provide easier and more accessible payment channels to Filipinos,” Layug said.

Meantime, Atty. Jauro Castro of Angkas welcomed the developments, stressing the importance of NCAP in the transport industry.

“On behalf of Angkas, we thank the MMDA and GCash for the project meant to increase road discipline, and this is a step forward to the right direction,” Castro said.
