The Regional Development Council 3 (RDC3) held its Fourth Quarter 2025 Full Council Meeting at the Royce Hotel in Clark Freeport, Pampanga on 4 November 2025.
RDC3 Chairperson and Zambales Governor Hermogenes E. Ebdane Jr. said the meeting focused on programs and projects intended to advance socio-economic development in Central Luzon, emphasizing the council’s mandate to coordinate regional development efforts and set priorities.
Co-chairperson Dr. Reynato Arimbuyutan worked closely with Ebdane during the discussions to ensure that regional plans and investment programs remain aligned with national goals.
Among those present were Pampanga Governor and SocialDev Com Chairperson Lilia Pineda; Nueva Ecija Governor and InfraDev Com Chairperson Aurelio Umali; Bataan Governor and EconDev Com Chairperson Enrique Garcia III; DevAdmin Com Chairperson PSR Elena Tesoro; Zambales 2nd District Rep. Bing Maniquiz; and Zambales MLP President and Botolan Mayor Jun Omar Ebdane.
The council tackled key programs and updates central to the region’s development, including the Regional Project Monitoring Committee (RPMC) Work and Financial Plan for 2026 and the inclusion of the National Intelligence Coordinating Agency Region 3 (NICA3) and Philippine Information Agency Region 3 (PIA3) as non-voting RPMC members to help strengthen coordination and information dissemination.
Other agenda items included the Central Luzon Investment Program 2023–2028 Midterm Update; endorsement of the proposed Lazatin Flyover Project; support for the Pampanga River Basin Flood Control Master Plan; and the DENR National Flood Management Master Plan.
Legislative measures aimed at boosting flood resilience, wetland protection, and the quality of education in the region were also discussed.
The council likewise tackled requests for support for the goals of the Central Luzon Regional Wearables and Homestyle Council and the Central Luzon Regional Council for Creative Industries—initiatives that seek to strengthen the creative economy, micro industries, and cultural enterprise development.
RDC Chairperson Ebdane thanked the agencies, LGUs, and members for their active participation and reiterated the council’s commitment to building “a safer, more developed, and stronger Central Luzon.”
