DHSUD, DEPDEV raise price ceiling for socialized housing under 4PH

The Department of Human Settlements and Urban Development (DHSUD) announced Monday that the Department of Economy, Planning and Development (DEPDEV) has agreed to update the price ceiling for socialized housing — both for house-and-lot packages and condominium units.

DHSUD Secretary Jose Ramon Aliling welcomed the agreement, formalized through the signing of Joint Memorandum Circular (JMC) 2025-001, as a major boost to the nationwide rollout of President Ferdinand R. Marcos Jr.’s flagship Expanded Pambansang Pabahay para sa Pilipino (4PH) Program.

He described the JMC — the result of continuous dialogues with stakeholders and extensive deliberations between DHSUD and DEPDEV officials — as beneficial for both homebuyers and private developers of socialized housing projects.

“Alinsunod sa utos ng Pangulong Marcos Jr. para sa mas disente at may dignidad na pabahay, ang JMC na ito ay magbubunga sa mas dekalidad, mas magaganda at malalaking socialized housing units para sa ating mga homebuyers, at syempre motivation sa ating mga private partners na mag-develop ng mas maraming projects,” Secretary Aliling said.

“Mas maraming projects, mas maraming pagpipilian para sa ating mga homebuyers at syempre mas competitive na selling price. Hence, this will definitely prop-up the ongoing implementation of President Marcos Jr.’s Expanded 4PH Program which covers all socialized housing projects in the country,” he added.

The updating of the socialized housing price ceiling complies with Republic Act 11201, which created DHSUD and mandates DHSUD and the National Economic and Development Authority — now DEPDEV — to “jointly determine, review and revise the maximum selling price at any time but not more than once every two years, to align with the prevailing economic conditions.”
