London trader faces fifth charge in Bacoor

A London-based recruiter, Italian national Adel En Nouri, and his co-accused have been slapped with a new criminal complaint in court for the fifth time by three individuals, for illegal recruitment and serious illegal detention.

The complaint, lodged with the Bacoor City Prosecutor’s Office on 25 November 2025, names En Nouri alongside Narwani Ricky Ravin, Khemlani Nisha Deepak, Prena Giani, and recruiters Bueno Caesar Baldado and John Gabriel Siopongco. It details how the complainants—Maricar Evangelista, Karen V. Asuncion, and Bryan Mercardo—were allegedly held against their will for four days in a local office.

Based on the affidavit, the victims were approached in early January 2025 while working as promodisers at SM City Bacoor by individuals claiming to represent Tamber International Placement Agency.

They were promised high-paying overseas jobs with free accommodation and were introduced via video call to En Nouri and Ravin, who purportedly claimed ties to a European mall and a Singapore-based tailor.

The complainants paid an initial P30,000 each of an P80,000 placement fee. However, on 2 February 2025, they alleged they were threatened with firearms, had their phones confiscated, and were barred from leaving until the remaining balance was paid.

The complainants said En Nouri claimed significant connections, including with "Harrod's Mall" in Europe, and directed them to his purported website, which features his lifestyle and his reputation as an "ethical brand."

The accused also claimed that he has been assisting Filipinos to obtain employment abroad.

On 13 January 2025, En Nouri allegedly instructed the three applicants to stay at the office while waiting for their departure schedule.

While at the office, they were introduced to Khemlani and Giani, who represented themselves as Singapore-based recruiters overseeing customer care and the departure process.

The complainants said they were detained for four days and were given only bread and water.

On 7 February 2025, the three victims claimed they were able to escape the office while their alleged captors were attending to other clients.

A key piece of evidence submitted is a certification from the Department of Migrant Workers stating that Tamber International Placement Agency is not licensed to recruit workers abroad.

This latest complaint follows at least four previous charges filed against En Nouri across Cavite, Batangas, and other regions, including allegations of human trafficking, illegal recruitment, and serious illegal detention. Prosecutors are currently conducting a preliminary investigation.
