Gun-carry permits suspended in NCR for 30 November protest

The Philippine National Police (PNP) has suspended all permits to carry firearms outside of residence (PTCFOR) in Metro Manila from November 29 to December 1 as part of security preparations for the November 30 anti-corruption rally dubbed the “Trillion Peso March.”

The order, dated November 27 and signed by PNP acting chief Lt. Gen. Jose Melencio Nartatez Jr., limits the carrying of firearms to uniformed personnel of the PNP, Armed Forces of the Philippines (AFP), and other law enforcement agencies performing official duties.

Nartatez said no specific threat has been detected, but security adjustments were made due to the expected size of the mobilization. Police intelligence units are also monitoring possible attempts by groups to infiltrate the protest, citing previous disruptions in large public gatherings.

A total of 15,000 police personnel will be deployed across Metro Manila, including 8,800 from the National Capital Region Police Office and 6,200 from the Special Action Force and regional units.

Major deployment areas include Luneta Park, People Power Monument, EDSA Shrine, locations around Malacañang, the House of Representatives, the Senate, and the Independent Commission for Infrastructure in Taguig.

Nartatez also ordered PNP to strictly use body-worn cameras during police engagements and directed ground commanders to complete security coordination with rally organizers and partner agencies.

The Nov. 30 demonstrations are expected to draw large crowds from groups behind the Trillion Peso March and the Baha sa Luneta movement.

Nartatez said the PNP is also preparing for possible infiltration by groups that may attempt to stir unrest, similar to incidents reported during the September 21 rally in Manila.

“There are always such considerations in large gatherings. Our intelligence monitoring is focused on potential agitators. Rest assured, we are coordinating closely with other agencies to prevent any attempt to hijack the peaceful intent of the rally,” he stressed.
