The Minority Bloc of the House of Representatives has urged the Independent Commission on Infrastructure (ICI) to investigate what it described as the alleged “bigger fish” behind the ongoing flood control project scandal.
“Public outrage has steadily been mounting against the widespread and systematic corruption in the government. However, more than 100 days have passed since the investigations,” the Minority Bloc said in a letter addressed to ICI Chairman Andres Reyes.
The bloc cited recent revelations made by former House Appropriations Committee chair Elizaldy “Zaldy” Co, who alleged that President Ferdinand Marcos Jr. ordered a P100-billion budget insertion in the 2025 General Appropriations Act.
“Recent revelations point that Malacañang is at the center of these corrupt operations,” the Minority Bloc said.
The lawmakers urged the ICI to include in its investigation several high-ranking officials, including President Marcos Jr., House Majority Leader and Ilocos Norte Rep. Sandro Marcos, former Executive Secretary Lucas Bersamin, and former Budget and Management Secretary Amenah Pangandaman, among others who are already being scrutinized by concerned agencies.
Members of the bloc—Deputy Minority Leader Antonio Tinio, House Assistant Minority Leader Renee Co, and Gabriela Party-list Rep. Sarah Elago—filed House Resolution No. 515 and attached it to their letter, calling for an urgent probe into the alleged involvement of the named officials.
The Minority Bloc also urged the ICI to livestream all its proceedings and ease restrictive guidelines that they believe hinder public and media access to information about the investigation.
“Lahat ng sangkot, dapat managot! (All those involved should be held accountable!) The Filipino people are demanding that all officials involved in corruption—from past and present administrations—be held accountable,” the bloc said.
