Land Transportation Office (LTO)–National Capital Region (LTO-NCR) Director Roque Verzosa III and Assistant Regional Director Atty. Dennis Barrion were relieved from their posts.
A Department of Transportation (DoTr) order obtained by Daily Tribune, dated 20 November 2025 and signed by Acting Secretary Giovanni Lopez, noted that the two officials were reassigned “to ensure an independent investigation” and allow an unimpeded inquiry into the questionable registration of luxury vehicles linked to Curlee and Sarah Discaya.
The DoTr order also designated LTO Assistant Secretary Markus Lacanilao as acting LTO-NCR Regional Director.
“In the exigency of service, and in view of the ongoing investigation and audit being undertaken in relation to the Bugatti case, Discaya vehicles, and other related matters, the following key officials of the Land Transportation Office (LTO) are hereby designated and reassigned to the positions opposite their names, effective immediately,” the order read.
It can be recalled that the Independent Commission for Infrastructure (ICI) has considered including the concerned chiefs of the Bureau of Customs (BOC) and LTO in the probe into the luxury vehicles of the Discaya couple, one of the contractors implicated in the anomalous flood control projects.
Several high-end vehicles seized from the Discayas were recently put on the auction block by the BOC, generating P38 million for government coffers, as only three units were successfully sold, falling short of the expected P1 billion in revenue.
According to the DoTr special order, Verzosa and Barrion will report to Lacanilao, who will serve as acting regional director.
Lopez said the reassignment was intended to prevent any potential influence on the probe.
