QCPD manhunt for ‘floodgate’ suspects turns up empty

Operatives of the Quezon City Police District (QCPD) came up empty-handed over the weekend despite the immediate deployment of operating units to implement multiple warrants of arrest issued by the 5th, 6th, and 7th Divisions of the Sandiganbayan against individuals implicated in alleged flood-control anomalies.

The warrants involve violations of the Anti-Graft and Corrupt Practices Act, Malversation of Public Funds through Falsification of Public Documents, and other related offenses.

Initial reports showed that the QCPD Warrant Tracker Team, together with CIDG operatives, conducted a casing operation at a residence in Rolling Hills, New Manila, in an attempt to serve a warrant against Anthony Ngo, a board member of Sunwest Construction — a company owned by former Ako Bicol party-list Rep. Zaldy Co and the beneficiary of billions worth of alleged anomalous flood-control projects.

However, the caretaker told authorities that the accused no longer lived at the address and that his whereabouts could not be determined. QCPD personnel continued monitoring the area.

By early morning of 22 November 2025, QCPD dispatched warrant tracker teams from several police stations to verify the registered addresses of other accused individuals.

The Kamuning Police Station 10 Warrant Section visited multiple locations linked to Lerma Cayco, Accountant IV of DPWH Region 5-B, and Timojen Adiong Sacar, material engineer of DPWH Region 5-B, at a condominium in South Triangle. Relatives informed operatives that Cayco was on leave and not at the premises. Security personnel at Sacar’s two known addresses confirmed he could not be located and had vacated his Pinyahan residence in August.

The Galas Police Station 11 Warrant Tracker Team again checked Rolling Hills Subdivision for Ngo. Family members claimed they had no communication with him since the issuance of the warrant and advised authorities to course inquiries through their legal counsel.

The Talipapa Police Station 3 operatives, together with IG RIU-NCR, also conducted casing at the last known address of Dominic Gregorio Serrano, chief of the construction division of DPWH Region 5-B. Residents said Serrano was last seen about two weeks before the warrant was issued.

Across all addresses checked, none of the accused were located; therefore, no warrants were served.

Despite this, QCPD said it has intensified follow-up operations, including sustained district-wide manhunts, coordination with national agencies to track the suspects’ movements, collaboration with PCTC–INTERPOL Manila for a potential Red Notice, coordination with the DOJ for Hold Departure Orders, and a recommendation to the DILG for a monetary reward to expedite arrests.
