NBI arrests DPWH engineer linked to flood control scandal

Agents of the National Bureau of Investigation (NBI) arrested an engineer of the Department of Public Works and Highways (DPWH) implicated in the ongoing flood control scandal, officials confirmed Sunday.

According to NBI Officer-in-Charge Angelito DLP Magno, authorities began executing arrest warrants immediately after they were received, following directives from the President and guidance from the Department of Justice. Authorities served the warrants at the known addresses of the accused, but some were initially uncooperative or unreachable.

Magno said, “This morning, we were able to apprehend one of the individuals listed in the arrest warrant in Quezon City.”

He identified the suspect as Engineer Dennis P. Abagon, Officer-in-Charge of the DPWH Quality Assurance and Hydrology Division and a regular member of the Bids and Awards Committee.

Currently, Abagon is in NBI custody and undergoing processing in accordance with standard procedures for detainees. His arrest warrant will be returned to the court, and authorities will formally notify the judiciary of his detention.

Magno noted that NBI had to forcibly enter Abagon’s residence after the occupant refused to open the door, though the officer emphasized that the suspect was unharmed. Authorities are still investigating the ownership of the property.

Magno reminded the public that hiding or sheltering individuals wanted by the law constitutes obstruction of justice, which carries its own penalties. “It is better for those sought by law to surrender voluntarily to avoid unnecessary risks,” Magno said.

The DPWH engineer faces a non-bailable offense for malversation. He will remain in NBI custody unless directed otherwise by the court.

The NBI said they will continue tracking down other individuals implicated in the scandal.
