Navotas informal settlers receive housing boost

The Department of Human Settlements and Urban Development (DHSUD) and the National Housing Authority (NHA) on Friday inaugurated two five-story low-rise buildings, completing 120 residential units for informal settler families (ISFs) in Navotas City.

The units, located under the Navotaas Homes 5 Phase 2 project in Barangay Tanza 1, are intended for families residing in high-risk, hazard-prone areas and the initiative falls under President Ferdinand R. Marcos Jr.’s flagship Expanded Pambansang Pabahay para sa Pilipino (4PH) Program.

DHSUD Secretary Jose Ramon Aliling said the completion ensures “safe, decent and affordable housing” for ISF beneficiaries, aligning with the president’s directive to provide dignified living.

“The President’s directive is clear: every Filipino deserves a home that provides protection, stability, and hope for their children,” Aliling said. “Each family moving into this development receives not merely a house, but a home that ensures a dignified and secure life.”

The Navotas City local government secured the 56,000-square-meter property for the development. The master plan calls for 24 low-rise buildings, with an estimated 60 units per building, sufficient to accommodate 1,440 ISFs.

Also, the entire project is secured under a Memorandum of Agreement between the NHA, headed by general manager Joeben Tai and the local government of Navotas City.

The two newly inaugurated buildings represent part of the project’s Phase 2 and offer 120 fully completed units equipped with service areas, kitchen counters, painted interiors, ready water and electricity connections, and safety systems, including fire sprinklers and alarms.

Meantime, Senior Undersecretary Henry Yap, who represented DHSUD at the inauguration, cited that the development also includes essential community facilities such as concrete roads, pathways, drainage systems, street lighting, and green spaces.

The site is flood-free and secured with perimeter fencing and designated parking areas.

The DHSUD is continuing to work with partners to finish the remaining buildings at Navotaas Homes 5 and expedite other resettlement and housing projects nationwide. As of November 2025, construction progress has reportedly reached 80.87 percent completion, which is ahead of schedule by 10.54 percent.
