Metro Manila adopts energy efficiency drive

Metro Manila cities are set to implement building retrofits, solar photovoltaic (PV) system installations, and other energy-saving measures under a landmark energy efficiency drive in partnership with the Department of Energy (DOE).

The program, launched through a Memorandum of Agreement (MOA) under the Energy Efficiency and Conservation Act, is part of the Solar Solutions for Government: Energy Efficiency and Renewable Energy in Public Buildings (SSG-ERPB) initiative.

The DOE said Monday that the plan seeks to modernize public buildings, reduce electricity costs, and lower operating expenses across the region.

Energy savings from these measures are expected to free up funds for public services such as education, healthcare, disaster preparedness, and social welfare, supporting both fiscal efficiency and the country’s clean energy transition.

The MOA was signed by the cities of Manila, Pasig, Taguig, Quezon City, San Juan, Valenzuela, Mandaluyong, and Navotas.

“The partnership we are sealing today shows how national and local governments can work together to make energy efficiency a way of life in our communities,” Energy Secretary Sharon S. Garin said.

“Every kilowatt-hour saved in our public facilities translates into more resources for classrooms, health centers, and social services that directly uplift our people.”

San Juan City Mayor Francisco Javier M. Zamora emphasized the LGUs’ commitment: "The entire National Capital Region recognizes the urgency of shifting to clean and renewable energy at the soonest possible time. 

We stand united in reducing emissions, modernizing public infrastructure and adopting sustainable technologies, all with the guidance and support of the DOE."

According to the DOE, the Metro Manila initiative will serve as a model for other local governments, showing how energy efficiency can promote good governance, fiscal discipline, and sustainable development.
