Members of Congress have questioned the credibility of the Independent Commission on Infrastructure (ICI) and its ties to the current administration.
Kamanggagawa Party-list Rep. Eli San Fernando echoed the concerns of many Filipinos regarding the slow pace of the investigation into the flood control controversy.
“106 days since the President’s SONA. 84 days since the first Blue Ribbon [Committee] Hearing and 61 days since the establishment of ICI, and still, no one is imprisoned,” San Fernando remarked.
San Fernando noted that while justice should not be rushed, it should not be used as an excuse to avoid accountability.
The lawmaker also pointed to the recorded deaths and agricultural losses brought by Super Typhoons Tino and Uwan, asking, “How many more must die?” for the government to realize the need to deliver justice faster for Filipinos.
For House Senior Deputy Minority Leader and Caloocan City Representative Edgar Erice, the agency’s relationship with the administration's allies compromises its independence.
“President BBM established the ICI but it’s obvious that its powers cannot withstand the influence and manipulations of his closest allies,” Erice said during the House committee’s organizational meeting on 11 November.
“The ICI must not be the instrument of Malacañang,” Erice added.
He suggested that the ICI seek guidance from the legislative branch, including retired lawmakers, to improve its competence in handling finances.
