PNP preps security for INC religious rally at Rizal Park

The Philippine National Police (PNP) is gearing up for the upcoming Iglesia ni Cristo (INC) religious rally set on 16, 17 and 18 November.

This was announced by PNP Public Information Office chief Brig. Gen. Randulf Tuaño during a briefing at Camp Crame in Quezon City on Wednesday.

Originally planned at the EDSA People Power Monument, the venue was moved to Rizal Park following a request submitted by the religious group on 30 October 2025, which was subsequently approved by the National Parks Development Committee.

Tuaño said that security preparations are already underway. 

Likewise, the Metropolitan Manila Development Authority (MMDA) and the Manila City Government have pledged support outside the park, including 14 ambulances and deployment of personnel from the Department of Public Services.

“As of now, the National Capital Region Police Office (NCRPO) has initially committed 9,829 personnel for security deployment. This number may increase following a coordination meeting with Manila City authorities this afternoon at 2 p.m.,” Tuano said.

The PNP also addressed a cyber threat warning ahead of the rally. 

The Department of Information and Communications Technology (DICT) reported the possibility of “traffic flooding” due to Distributed Denial of Service (DDoS) attacks. 

Tuaño said the authorities clarified that personal data and verified updates will not be compromised, but some apps and online services may experience slowdowns. 

The public is advised to minimize non-essential use of apps during the event days, he added. 

According to Tuaño, the initial intelligence estimates around 300,000 participants may attend the rally, although the exact number per day will be confirmed after the NCRPO meeting. 

“Alert status will automatically be raised to full for the NCRPO during the rally. We are committed to ensuring the safety of all attendees and the general public,” Tuano noted.
