Napolcom slaps rogue cops with raps

The National Police Commission (Napolcom) has completed the administrative investigation into three high-profile cases involving 26 members of the Philippine National Police (PNP) and is set to issue a verdict within 60 days.

Vice chair and executive officer Rafael Calinisan on Tuesday disclosed that the commission’s Inspection, Monitoring and Investigation Service (IMIS) will now submit formal charges to the Legal Services for final deliberation by the Napolcom En Banc.

The first case involves 11 policemen, including two ranking officers, facing administrative charges in connection with the disappearance of several sabungeros.

IMIS director Edmond Pares identified the officers as Lt. Col. Ryan Jay Orapa, Maj. Mark Philip Almedilla, and nine non-commissioned officers. They face administrative charges of grave misconduct, irregularities in the performance of duties and conduct unbecoming of a police officer.

The non-commissioned officers are Police Executive Master Sgt. Aaron Cabillan, P/Chief Master Sgt. Arturo de la Cruz Jr., P/Senior Master Sgt. Joey Encarnacion, PSMS Mark Anthony Manrique, PSMS Anderson Abary, P/Staff Sgt. Alfredo Andes, P/Staff Sgt. Edmon Muñoz, P/Corporal Angel Joseph Martin and PSSg Renan Fulgencio.

Pares cited that the complainants include two mothers, Milagros Estacio and Elizabeth Sotto, whose sons were allegedly abducted by some of the charged police operatives in 2021.

Based on CCTV footage and collaborative testimonies, the officers are facing two counts of grave misconduct and conduct unbecoming of a police officer.

The second case involves 12 members of the Manila Police District’s Drug Enforcement Unit, who are accused of abducting and extorting money from two ride-hailing drivers, Nicole Owen Sollesa and Chester Dumaran.

Calinisan said the officers illegally detained the riders and falsely claimed they were arrested on 10 September 2025. Evidence gathered by the IMIS proved otherwise, leading to charges of four counts of grave misconduct, dishonesty, grave irregularity in the performance of duties and conduct unbecoming of a police officer.
