NAPOLCOM files charges vs rogue cops

National Police Commission (NAPOLCOM) Vice Chair and Executive Officer Rafael Calinisan announced on Tuesday that the agency has completed its evaluation of three vital cases against rogue members of the Philippine National Police (PNP), leaving the Commission En Banc to render its verdict within a 60-day period.

At a press conference at the NAPOLCOM building, Calinisan said the Inspection, Monitoring, and Investigation Service (IMIS) will submit to the Commission’s Legal Services the formal charges against several police officers involved in the three cases.

IMIS Director Edmond Pares said the first case involves 11 policemen, including three ranking officers, who are now facing administrative charges in connection with the disappearance of several sabungeros (cockfight enthusiasts).

Among those charged are Lt. Col. Ryan Jay Orapa and Maj. Mark Philip Almedilla, along with nine non-commissioned officers. They face administrative raps for grave misconduct, irregularities in the performance of duties, and conduct unbecoming of a police officer.

Pares identified the nine other respondents as Police Executive Master Sergeant Aaron Cabillan, P/Chief Master Sgt. Arturo de la Cruz Jr., P/Senior Master Sgt. Joey Encarnacion, PSMS Mark Anthony Manrique, PSMS Anderson Abary, P/Staff Sgt. Alfredo Andes, P/Staff Sgt. Edmon Muñoz, P/Corporal Angel Joseph Martin, and PSSg Renan Fulgencio.

He said the complainants were two mothers, Milagros Estacio and Elizabeth Sotto, whose sons were allegedly abducted by the said police operatives in 2021 — some of whom were also tagged in the sabungeros disappearance cases. Based on CCTV footage and corroborating testimonies, the officers are now facing two counts of grave misconduct and conduct unbecoming of a police officer.

Calinisan said the second case involves 12 members of the Manila Police District’s Drug Enforcement Unit (MPD-DEU), accused of abducting two ride-hailing drivers — Nicole Owen Sollesa and Chester Dumaran — and filing fabricated drug-related charges against them.

According to Calinisan, the 12 MPD-DEU officers allegedly extorted and illegally detained the two drivers, making it appear that they were arrested on September 10, 2025. Evidence gathered by IMIS proved otherwise, prompting the filing of four counts of grave misconduct, dishonesty, grave irregularities in the performance of duties, and conduct unbecoming of a police officer.

Pares meanwhile said the third case is a moto proprio investigation, wherein NAPOLCOM itself serves as the complainant against Police Col. Roland Vilela, who was previously investigated by the Quadcom of the House of Representatives during the term of former Philippine Charity Sweepstakes Office (PCSO) general manager Royina Garma.

According to Pares, Vilela “acted as a middleman,” channeling millions of pesos to the United States. He faces charges of neglect of duty for failing to attend the Quadcom inquiry, grave misconduct, and conduct unbecoming of a police officer.
