Motorists using the Manila–Cavite Expressway (CAVITEX) will face higher toll fees starting today, 28 October 2025, following the Toll Regulatory Board’s (TRB) approval of a provisional toll rate adjustment for the R-1 Expressway and R-1 Expressway Extension.
The adjustment was granted in response to the 2020 and 2023 petitions filed by Cavitex Infrastructure Corporation (CIC) and its partner, the Philippine Reclamation Authority (PRA), under the Manila–Cavite Toll Expressway Project (MCTEP).
According to the TRB, both CIC and PRA complied with all procedural and substantive requirements, paving the way for the implementation of new toll rates effective October 28. The Notice of Toll Rate Implementation was published in newspapers of general circulation on 21 and 28 September and 5 October 2025.

The new toll structure represents an increase of P4, P8, and P13 for Class 1, 2, and 3 vehicles, respectively, along the R-1 Expressway, and P15, P30, and P45 along the R-1 Extension.
The TRB said the adjustment will support the continued operation, maintenance, and improvement of the MCTEP, ensuring safer, faster, and more convenient travel for motorists.
To ease the impact on road users, CIC announced that the rate increase will be implemented in two tranches — the first in 2025 and the second in 2026.
CIC assured the public that it remains committed to providing a “worthy travel experience” through continued enhancements to road quality, safety systems, and toll operations at CAVITEX.
