Manila Mayor Francisco “Isko Moreno” Domagoso has outlined the city’s extensive security and safety preparations for the upcoming Undas 2025 commemoration, stressing the need for order and public cooperation as millions are expected to visit local cemeteries.
In a Facebook Live address, Domagoso announced that from 29 October to 2 November, all vehicles — including motorcycles, e-bikes, tricycles and cars — will be prohibited from entering both the Manila North and South Cemeteries.
To manage the massive crowds, the city has deployed uniformed and plainclothes police officers, and installed CCTV cameras in major cemeteries.
Domagoso issued a strong warning to thieves and opportunists.
“Don’t even try it. We have deployed plainclothes police officers and there are CCTVs,” the mayor said. “Remember, the people there are visiting their loved ones. Next time, it might be you they are visiting.”
The city will provide free essential services, including water stations, wheelchairs and portable toilets, with support from the Manila Disaster Risk Reduction and Management Office (MDRRMO), the Philippine National Police (PNP) and the Bureau of Fire Protection (BFP), among others.
The mayor reminded the public that a strict list of items is prohibited inside the cemeteries, including firearms, bladed weapons, alcoholic beverages, pets, loud sound systems and flammable materials such as thinner and alcohol.
Meantime, the Quezon City Police District (QCPD) on Friday announced a comprehensive security and deployment plan for the observance of All Saints’ and All Souls’ Day to ensure public safety and order.
Acting district director P/Col. Randy Glenn Silvio said the QCPD will deploy a sufficient number of personnel, supported by local groups including barangay tanods, Lingkod Bayan Advocacy Support Groups and the Department of Public Order and Safety. Additional forces from the Traffic and Transport Management Department and Task Force Disiplina will help manage traffic and maintain order.
