ICI eyes live streaming of hearings amid transparency calls

The Independent Commission for Infrastructure (ICI) is considering live streaming its hearings following public calls for greater transparency, according to a statement from ICI Chairperson Justice Andres Reyes.

The commission had earlier declared that its hearings would remain confidential to prevent “trial by publicity,” citing concerns that public broadcasts could lead to political grandstanding, sensationalism, and disinformation.

While acknowledging the growing demand for openness, Reyes emphasized that the integrity and objectivity of the hearings must be preserved.

The ICI added that before any live streaming or public broadcast can be implemented, it would need to study and draft specific rules to ensure compliance with the constitutional rights of resource speakers.

Reyes also clarified reports circulating about the alleged “1% voucher” issue involving the Department of Public Works and Highways (DPWH) Testing Office.

He said the information originated from a report by Engineer Brice Hernandez, but stressed that the matter remains under verification by the commission.

The ICI assured the public that a thorough review will be conducted before any definitive conclusions are made.
