The Department of Agrarian Reform (DAR) said it has intensified its nationwide operations this October to meet its commitment to distribute 400,000 hectares of agricultural land to qualified agrarian reform beneficiaries (ARBs) by 2025.
Agrarian Reform Secretary Conrado M. Estrella III said the department is now in “full operational swing” to achieve the target, following President Ferdinand R. Marcos Jr.’s directive to fast-track the Comprehensive Agrarian Reform Program (CARP).
“October is a crucial month for DAR as we speed up land validation, documentation, and titling activities across the country. We are determined to fulfill our commitment to Congress to distribute 400,000 hectares of land this 2025 and help more farmers finally own the lands they have long been tilling,” Estrella said.
Across all regions, DAR field offices are conducting field validation, land surveys, and title distributions in coordination with the Land Registration Authority (LRA), Department of Environment and Natural Resources (DENR), Land Bank of the Philippines (LBP), and local government units (LGUs). These efforts are part of the Support to Parcelization of Lands for Individual Titling (SPLIT) Project, which aims to speed up documentation and title issuance.
From October to December 2025, DAR will lead a series of nationwide land title distribution activities. These include awarding Certificates of Condonation and Release of Mortgage (COCROMs), as well as distributing farm machinery and equipment (FMEs) to ARBs and agrarian reform beneficiary organizations (ARBOs). The initiative ensures that land ownership is supported by essential services for productivity.
As of August 2025, under the administration of President Marcos, DAR has distributed 242,883 land titles to 232,098 ARBs, covering 305,944 hectares of agricultural land. The department has also issued 401,001 COCROMs to 322,200 ARBs, condoning P41 billion worth of unpaid amortizations and freeing farmers from decades-old debts.
Estrella said these accomplishments reflect DAR’s strong commitment to the President’s vision of a food-secure and farmer-empowered Philippines.
“Every title distributed and every case resolved represents a family’s hope for stability and progress. Our performance reflects the dedication of the entire DAR organization to deliver on its promises. We will continue to work relentlessly to ensure that our 400,000-hectare target for 2025 is fully realized,” he said.
He added that DAR’s continuing efforts are anchored on transparency, efficiency, and accountability to ensure that land distribution leads to genuine empowerment and greater productivity in the countryside.
