More than 80 families from Johnmary Ville Phase 1 in Barangay Pulang Lupa 2, Las Piñas City, officially secured legal ownership of the land where their homes stand after the Social Housing Finance Corporation (SHFC) awarded Transfer Certificates of Title (TCT) to members of the Johnmary Ville Homeowners’ Association.

The milestone forms part of the Community Mortgage Program (CMP) under President Ferdinand Marcos Jr.’s Expanded Pambansang Pabahay para sa Pilipino (4PH) Program, spearheaded by the Department of Human Settlements and Urban Development (DHSUD) led by Secretary Jose Ramon Aliling.

SHFC President and CEO Federico Laxa, together with Las Piñas Mayor April Aguilar, personally led the awarding ceremony, which marked the realization of the beneficiaries’ long-time dream of land ownership.

“Ang mga titulong inyong natanggap ay katunayan ng pag mamay-ari ninyo sa inyong mga lupa at bilang katiyakan sa inyong karapatan sa mga lupang kinatatayuan ng inyong mga tahanan,” Laxa said. “Ang lupa ay kayamanan na nagbibigay sa inyo ng kapangyarihan sa pangkabuhayan. Mahalaga itong tuntungan sa umpisa ng inyong pag unlad at pagyaman.”

Laxa highlighted that SHFC has revitalized the CMP through the Enhanced Community Mortgage Program (ECMP), which aims to transform informal settlements into organized and resilient communities. To date, 10 ECMP projects have been approved nationwide, benefiting around 2,000 families. More projects are set for approval in the coming weeks, with the first batch of lot awards targeted by October.

Mayor Aguilar thanked SHFC for helping her constituents achieve their “dream of land ownership,” while also extending the city government’s commitment to infrastructure and community support.

For residents like association president Connie Lenon, the occasion marked a life-changing milestone. “Titulado na kami,” she said. “Sa wakas natupad na ang matagal naming pangarap.”

The awarding coincides with SHFC’s celebration of the 37th anniversary of the CMP, carrying the theme “Kaagapay ng Komunidad: Mula Noon Hanggang Ngayon.”
