The Department of the Interior and Local Government (DILG) on Tuesday issued a strict prohibition on online gambling for all of its personnel and local government officials.
In a statement, the agency said that the new directive, Memorandum Circular No. 2025-082, extends the existing ban on casino gambling to include all digital and internet-based platforms, such as online casinos, sports betting websites and mobile gaming apps that involve monetary wagers.
According to the DILG, the move is necessary because of the increasing accessibility and anonymity of online gambling, which poses a threat to the ethical standards required of public servants.
DILG Secretary Jonvic Remulla approved the memorandum, which cites the 1987 Philippine Constitution and the Code of Conduct and Ethical Standards for Public Officials and Employees as its legal basis.
These laws state that public office is a public trust and that officials must exhibit integrity and professionalism at all times.
“Engaging in online gambling undermines the credibility of our institutions and diverts public servants from their sworn duty to serve with integrity, competence, and loyalty,” the circular said.
The DILG said participation in online gambling could lead to compromised decision-making, conflicts of interest and financial problems that could affect job performance.
It added that the prohibition applies to all DILG personnel, employees of its attached agencies, and all elected and appointed local government officials. Violators will face administrative and criminal sanctions.
