Health Secretary Ted Herbosa conducted an inspection of the Type 1 Fixed Emergency Medical Facility of the DOH-Philippine Emergency Medical Assistance Team 46 (PEMAT46) on 25 July 2025.
Herbosa visited the site to oversee the emergency response operations of the PEMAT46 facility, which is currently accepting patients in Pampanga following the closure of the Domingo B. Flores District Hospital due to flooding.
He was welcomed by Mayor Johnny Sambo and Dr. Monserrat S. Chichioco, Medical Center Chief of Jose B. Lingad Memorial General Hospital (JBLMGH).
The medical unit aims to support Kapampangans affected by the recent inclement weather, especially those needing care after the closure of the district hospital on 23 July.
According to Chichioco, the team promptly prepared the emergency facility, which became operational within four hours after learning of the hospital’s closure.
The facility provides consultations, pharmacy services, laboratory testing, X-rays, and is currently admitting Level 1 care cases. It also offers free medicine, diagnostic services, minor surgery, and other medical procedures.
PEMAT46 has coordinated with nearby hospitals to transfer patients requiring more specialized or critical care.
Herbosa explained that Type 1 care includes outpatient and some emergency services. He noted that if the Hospital Tent is not equipped to handle a case, patients are immediately referred to other facilities.
The tent hospital is manned by 32 medical personnel and is equipped with a triage area, animal bite center, and consultation spaces.
