President Ferdinand "Bongbong" Marcos Jr. has urged the public to heed government advisories during periods of heavy rainfall and flooding, emphasizing that such guidance is issued for public safety and welfare.

"I just ask you to listen to the advisories issued by your LGU, the national government and please follow them so that we can ensure that you are not put in danger," the President said in a video message posted on his official social media accounts.

Marcos is currently in the United States to meet with President Donald Trump, but assured Filipinos that he had already instructed government agencies to prepare for the extreme weather before his departure.

"I have instructed all our agencies to prepare for the flooding caused by the heavy rains," he said. "I have told the Office of the Civil Defense, Department of Transportation, Department of Health, Department of Science and Technology, Department of Social Welfare and Development, Department of Public Works and Highways, Department of Energy and then the Department of Interior and Local Government and all other agencies to work and coordinate to ensure the safety of our countrymen."

Part of the country’s preparedness includes the prepositioning of relief goods, deploying medical teams, placing search and rescue units on standby, and ensuring access to transportation, electricity, and clean water in affected areas.

"The relief goods are ready, they are being delivered to the areas that need them. The medical teams are also accompanying our relief goods and we are ensuring that there is transportation and of course we are ensuring that there is an adequate supply of water, an adequate supply of electricity and all of this is for the needs of the victims of this flooding and heavy rain," Marcos said.

He assured the public that the government is ready to assist and will continue strengthening its capacity to respond to disasters.

"We will make sure that the government's ability to respond to this type of situation is further strengthened," he added.

According to PAGASA’s latest weather bulletin, rains and flooding brought about by the southwest monsoon are expected to persist until Thursday.

Malacañang earlier suspended work in government offices and classes at all levels in Metro Manila, Pangasinan, Tarlac, Zambales, Bataan, Pampanga, Bulacan, Cavite, Batangas, Rizal, and Occidental Mindoro on Tuesday, 22 July 2025.

According to Memorandum Circular No. 89, signed by Executive Secretary Lucas Bersamin, agencies involved in delivering basic and emergency services must continue operations to ensure the continuity of essential government functions.

Meanwhile, local government units may issue similar work and class suspension orders in their respective areas, as warranted. The suspension of work in the private sector is left to the discretion of individual company management.
