American nabbed for indecency

ANGELES CITY, Pampanga — An American expatriate was apprehended recently on charges of public indecency and harassment under the Safe Spaces Act in Barangay Cuayan, Angeles City, according to reports from the Police Regional Office 3 (PRO3).

Regional Director BGen. Ponce Rogelio Peñones Jr., director, confirmed the arrest of the suspect, identified only as “Jack,” a resident of Barangay Cuayan. The arrest followed a complaint filed under Section 11(b) of Republic Act 11313, or the Safe Spaces Act, which prohibits gender-based sexual harassment in public areas.

In his report to the PRO3, Col. Joselito Villarosa Jr., Angeles City Police chief, said the incident occurred around 6 a.m. while a 36-year-old married woman was jogging in the neighborhood.

The victim reported that the suspect, driving a car, began following her before pulling alongside her, rolling down his window, and remarking, “I like your straight hair.” He then allegedly engaged in an indecent act while inside the vehicle.

Frightened, the victim immediately fled the scene. The suspect reportedly continued to trail her until bystanders intervened, prompting him to drive away.

Authorities swiftly reviewed CCTV footage from the area and collaborated with Barangay Cuayan officials to identify and locate the suspect. The operation culminated in Jack’s arrest later that day.

“This case underscores our commitment to enforcing the Safe Spaces Act and ensuring public safety,” Peñones said. “We encourage victims to come forward, as community cooperation is vital to addressing such offenses.”

The suspect remains in custody pending further investigation and potential prosecution. If convicted, violations of RA 11313 carry penalties ranging from fines to imprisonment, depending on the severity of the offense.

Local officials praised the prompt police response and urged residents to remain vigilant, emphasizing the importance of reporting harassment to deter similar incidents.
