Bong Go seeks total ban on online gambling

Senator Christopher “Bong” Go has filed a bill seeking to outlaw all forms of online gambling in the Philippines, citing its harmful effects on public morals, financial stability, and vulnerable Filipinos.

Senate Bill No. 686, also known as the “Anti-Online Gambling Act of 2025,” was filed on Wednesday, 16 July. The measure proposes a sweeping ban on the operation, conduct, and promotion of online gambling activities in the country.

“The social cost has grown too big and too deep,” Go said.

“There are cases where drivers spend money meant for milk, diapers, food, or their children’s school allowance on online gambling. It's too easy to gamble online. Some even look like they're just texting, but they’re actually placing bets. There are so many cases like that,” he added.

Go described online gambling as a rising threat that "preys on the vulnerable, erodes family values, and poses risks to financial integrity," especially when left unregulated.

In his explanatory note, Go cited the 1987 Constitution’s mandate to promote a just and dynamic social order and emphasized that the State’s police power allows it to restrict activities harmful to public morals and safety.

He said gambling has become “increasingly accessible and dangerously normalized,” with digital platforms — from e-casino games to mobile apps — exposing more Filipinos, including minors, to addiction risks.

Go warned that the growth of online gambling has fueled a rise in gambling-related debt, mental health issues, and even criminal behavior. “There have been cases involving unpaid digital loans, increased anxiety and depression, and mobile apps targeting minors,” he said.

The bill seeks to ban all forms of online gambling — including placing, receiving, or transmitting bets via the internet — and imposes prison terms ranging from one to six months, or fines from P100,000 to P500,000 for violators.

For corporations and associations found guilty, responsible officers may face up to five years’ imprisonment and a P500,000 fine. Public officials promoting online gambling will face the maximum penalty, as well as dismissal from service and permanent disqualification from public office.

The bill also repeals existing laws and regulations that authorize or regulate online gambling, effectively eliminating its legal basis in the country.

Go, who chairs the Senate Committees on Health and on Youth, emphasized the danger posed to minors.

“This is wrong. We must protect our youth. In fact, we must protect all Filipinos from the dangers of gambling,” he said.

Health Secretary Teodoro Herbosa earlier expressed support for banning or strictly regulating online gambling, citing its negative impact on mental health and family life.

Go is also a co-author and co-sponsor of Senate Bill No. 2868, which aims to prohibit Philippine Offshore Gaming Operators (POGOs). The bill has already been approved by both chambers of Congress.
