PNP busts kidnap ring, rescues foreign national in Batangas

The Philippine National Police (PNP) said a kidnap-for-ransom case involving a foreign national abducted under the guise of a vehicle transaction in Batangas has been resolved.

In a press briefing in Camp Crame on Monday, PNP chief General Nicolas Torre III noted that the kidnapping occurred on July 1 in Metro Manila.

The victim, a foreign national, was reportedly assisting a relative in what appeared to be a legitimate vehicle sale when he was lured into a trap set by a criminal group posing as buyers.

“Based on our investigation, it became clear that the kidnapping was premeditated and carried out by an organized group composed of both foreign and local individuals,” Torre told reporters.

After gaining the victim’s trust, Torre lamented that the suspects took control of the vehicle and later demanded a large ransom from the victim’s family in exchange for his safe release.

Upon receiving the report, Torre said the PNP immediately activated its Anti-Kidnapping Group and launched a multi-agency response.

Over several days, authorities conducted surveillance, gathered intelligence, and coordinated across jurisdictions to track the suspects.

On July 13, after days of negotiations and targeted follow-up operations, PNP personnel successfully rescued the victim in Batangas.

Several suspects were arrested during the rescue operation. Follow-up raids led to more arrests in Metro Manila and Cavite, as well as the recovery of multiple vehicles believed to have been used in the group’s illegal activities.

“We are currently preparing appropriate charges against all those involved,” Torre stated. “Our initial assessment points to a highly organized criminal group that may be connected to other similar kidnapping incidents in the past.”

The PNP chief emphasized that this case highlights the importance of immediate reporting and strong cooperation between communities and law enforcement.

“To those who continue to operate criminal enterprises in the country, know that we are fully committed to tracking you down and holding you accountable,” Torre warned.

“To our law-abiding citizens and partners in the private sector, we thank you for your continued trust and support. The safety of our communities remains our top priority, and we will remain relentless in our mission to protect,” he continued.

Torre noted that the rescued victim is reportedly safe and receiving support as the PNP continues to pursue leads in connection with the broader criminal network.
