DOLE launches Barangay OSH Patrol in Cebu

To strengthen workplace safety at the grassroots level, the Department of Labor and Employment (DOLE) launched the country’s first-ever Barangay Occupational Safety and Health (OSH) Patrol in Cebu.

Over 50 participants, including barangay tanods, health workers, and councilors from 10 barangays, completed the Basic Occupational Safety and Health Training for Safety Officers and are now recognized as Occupational Safety Patrollers.

This is DOLE Central Visayas' response to 42 reported workplace-related accidents in Cebu's construction and manufacturing sectors during the first half of 2025.

DOLE Central Visayas Regional Director Atty. Roy Buenafe stressed that workplace safety and health is "everybody's responsibility," emphasizing the crucial roles of employers, workers, and the government in upholding OSH standards across all workplaces.

“One or two deaths due to accidents should never be the norm or considered negligible by anyone," Buenafe said.

"Workers should never be injured or die while working, for they are there to earn a living for their families and not to lose their lives or be hurt in the process,” he added.

The launch was attended by representatives from Barangays Lahug, Kamputhaw, Capitol Site, Guadalupe, Mabolo, Apas, Mambaling, Inayawan, Banilad, and Talamban—areas that have previously reported workplace incidents.

These barangays have committed to upholding OSH standards within their respective jurisdictions.

During the event, Buenafe administered the oath of commitment to the newly certified Barangay OSH Patrollers, who pledged to promote safe and healthy work environments for both formal and informal sector workers.

He also called for increased vigilance in preventing workplace accidents and unsafe practices.

As part of their training requirements, participants will implement a Re-Entry Plan of Trainees, detailing concrete steps their barangays will take to uphold OSH standards.
