The Department of Human Settlements and Urban Development (DHSUD) has mobilized its attached agencies to accelerate the implementation of the Pambansang Pabahay para sa Pilipino (4PH) program.
In a memorandum signed Monday, DHSUD Secretary Jose Ramon Aliling ordered all Key Shelter Agencies (KSAs) to operationalize the department’s 8-Point Agenda to accelerate the provision of affordable housing for Filipinos.
Among the agencies ordered to take immediate action were the National Housing Authority (NHA), Social Housing Finance Corporation (SHFC), National Home Mortgage Finance Corporation, Pag-IBIG Fund and the Human Settlements Adjudication Commission.
“Pursuant to the President’s directive to accelerate the provisions of affordable housing and to streamline housing-related applications and activities, all key shelter agencies are hereby directed to align, implement, and operationalize the following priority actions within their respective offices,” Secretary Aliling stated in the 7 July memo.
At the top of the priority list is the immediate turnover of completed but unoccupied housing units to their rightful beneficiaries. The NHA and SHFC were also instructed to conduct a full inventory of all government-funded housing projects to identify bottlenecks and fast-track the delivery of available units.
Pag-IBIG was tapped to provide financial support for joint venture agreements with the NHA and SHFC to accelerate the nationwide rollout of the expanded 4PH program.
All KSAs have also been directed to establish technical working groups to align their policies and programs with the recalibrated 4PH blueprint. These groups will also coordinate the establishment of one-stop shops for housing-related transactions and identify outdated or overlapping processes that can be streamlined in line with Anti-Red Tape Authority standards.
“All KSAs are enjoined to submit their respective status and inventory reports of all pending cases, applications, and other actionable documents together with its corresponding program of action on the above-stated directives not later than 15 days from receipt hereof,” the DHSUD chief said.
Aliling’s memo reinforces the administration’s push for faster and more inclusive housing delivery. Since assuming office in May, the DHSUD secretary has aggressively advanced the 8-Point Agenda, which aims to widen the program’s reach — from low-income families to the most impoverished — and fully digitize housing processes by 2028.
The agenda also emphasizes integrity in public service, zero tolerance for corruption, regular engagement with the private sector, and enhanced protection for homebuyers.
