MMDA launches real-time NCAP violation notifications

Motorists caught violating traffic rules under the No Contact Apprehension Policy (NCAP) will now receive real-time notifications via text message and email, the Metropolitan Manila Development Authority (MMDA) announced Monday.

MMDA chairperson Don Artes formally launched the MayHuliKa WebApp SMS/Email Notifications system, which aims to increase transparency and ensure timely delivery of traffic violation notices.

Artes said the new system will immediately inform motorists of their violations, promoting accountability and allowing them ample time to respond or contest the apprehension.

Artes also cautioned the public against phishing scams, stressed that legitimate MMDA notifications will never include clickable links to payment portals.

“If you ever receive a text about a violation, there will NEVER be a link that directs you to pay the fine,” Artes said, urging the public to be wary of fraudulent messages.

He also said that payments for NCAP violations must only be made through official channels, such as authorized banks and MMDA payment centers.

The notification system is part of a broader effort to enhance NCAP implementation through improved communication strategies and data accuracy.

“We’ve been thinking of ways to improve the implementation of NCAP, particularly through text notifications,” Artes said. “Among the new strategies being discussed is how to enhance our communication approach. It’s about finding the most effective method to ensure smoother enforcement of NCAP.”

Artes added that improvements should also extend to frontline workers. The agency is also exploring deploying additional resources to address challenges in data reliability and fill gaps in coverage.

In areas with incomplete data, Artes said the MMDA needs additional resources, whether through live camera feeds or manual verification by operators, to verify and mirror the generated data.

The MayHuliKa WebApp system will undergo continuous improvement based on user feedback and operational results.
