Lapid pushes for 20% discount on maternity costs

Senator Lito Lapid on Tuesday filed a measure seeking a 20 percent discount for pregnant women spending on maternity-related expenses.

In filing the measure, Lapid cited Article 2, Section 11 of the 1987 Constitution, which provides that “the State shall adopt and integrated and comprehensive approach to health development which shall endeavor to make essential goods, health and other social services available to all the people at affordable cost. There shall be priority for the needs of the underprivileged sick, elderly, disabled, women, and children.”

Lapid stressed the need to recognize the importance of maternal health to the overall well-being of Filipino families and communities.

"Pregnancy is a critical period in a woman’s life, marked by physiological, emotional, and financial challenges," he wrote in his measure's explanatory note.

He argued that many pregnant women are experiencing difficulties in accessing proper prenatal and postnatal care due to the rising cost of healthcare services and maternal nutrition.

"Despite ongoing efforts, the Philippines continues to face challenges in ensuring accessible and affordable maternal care, which is reflected in the national maternal mortality rates." he lamented.

Lapid cited data showing that the maternal mortality rate in the Philippines in 2020 was recorded at 78 deaths per 100,000 live births.

"The numbers still highlight a persistent issue where many mothers tragically lose their lives due to pregnancy-related complications," he added.

Lapid also cited some reports that even indicate a higher maternal mortality ratio of 189.21 per 100,000 live births in 2021, with 2,478 women dying of maternal causes in that year alone, making it one of the deadliest years for childbearing in recent history.

"These figures point out the need for comprehensive interventions that alleviate the financial burden associated with maternal care, which is often a significant barrier to accessing essential health services," he said.

Lapid underscored the critical aspect of public health and women's welfare in the Philippines.

"This proposed legislation aims to provide significant financial relief to pregnant women by granting a 20% discount on maternity-related expenses, products, and services, while also incentivizing participating stakeholders," he said.
