Ex-Marikina mayor takes oath as solon

Teodoro indicated he plans to pursue charges against the Marikina Comelec election officer for the delay in his proclamation.

Former Marikina City Mayor Marcelino “Marcy” Teodoro officially took his oath of office Tuesday afternoon as the newly proclaimed congressman for the city’s first district. The ceremony, held at the Marikina City Hall of Justice, followed his proclamation by the local Commission on Elections (Comelec) office.

Teodoro was accompanied by his wife, Mayor Marjorie Ann “Maan” Teodoro, his mother, and a group of supporters.

Teodoro maintained that there was no temporary restraining order preventing the proclamation of winning candidates. “The Supreme Court hasn’t issued any statement regarding a temporary restraining order for my proclamation,” he said in an interview.

Despite being sworn in, Teodoro indicated he plans to pursue charges against the Marikina Comelec election officer for the delay in his proclamation.

“We’re just preparing,” Teodoro said. “The delay was unnecessary. If it happened to us, it could happen again.” He added that the delay caused damage not only to him but also to constituents awaiting congressional representation.

“They should be held accountable if we can prove there was wrongdoing, if there was malice or an intentional delay without basis,” Teodoro said as he cited an alleged demand by Comelec for a three-day period to convene and proclaim, which he said was not written in any Comelec rule.

“That’s what we asked for earlier, and they couldn’t show anything, so there was arbitrariness in their decision,” he added.

Earlier, the Comelec En Banc has finalized its decision to reinstate Teodoro’s candidacy for the House of Representatives in Marikina City’s 1st District, making the ruling immediately executory.

The decision, issued in a Certificate of Finality and Entry of Judgment dated 1 July reverses a previous ruling by the Comelec First Division that sought to cancel Teodoro’s Certificate of Candidacy (CoC).

The Comelec En Banc granted consolidated motions for reconsideration filed by Teodoro, denying petitions from Aquilino “Koko” Pimentel III, Katrina Mari Faye Marco, Angelu Estanislao and Ma. Luisa de Guzman.

“Wherefore, premises considered, the Commission (En Banc) grants the Consolidated Motions for Reconsideration. The Resolution dated 11 December 2024 promulgated by the Commission (First Division) is hereby reversed and set aside,” the Comelec En Banc said in the certificate.

The Comelec En Banc’s ruling also lifted a prior suspension order against Teodoro’s CoC and reinstated it.

“The Order for the suspension of the proclamation of respondent Marcelino ‘Marcy’ R. Teodoro issued by the Commission (En Banc) on 12 May 2025 is hereby lifted. Finally, the Certificate of Candidacy of herein respondent Marcelino ‘Marcy’ R. Teodoro for Member of the House of Representatives, 1st District, Marikina City in the 12 May 2025 National and Local Elections is hereby reinstated,” the document read.

Comelec confirmed the resolution is now final and executory, noting no restraining order was issued by the Supreme Court within the five-day window after its promulgation.

“Now therefore, in view of the foregoing, the Resolution of the Commission (En Banc) promulgated on 25 June 2025 is hereby declared immediately executory under the Comelec Rules of Procedure, and Comelec Resolution No. 11046,” the commission said.

The poll body had previously lifted the suspension of Teodoro’s proclamation as the winning congressional candidate for Marikina City’s 1st District following the reinstatement of his CoC.

In a 38-page resolution promulgated 25 June, the Comelec En Banc found that the petitioners failed to prove Teodoro committed material misrepresentation regarding his residency in Barangay San Roque, 1st District.

Comelec chairperson George Garcia disclosed that the resolution directs the City Board of Canvassers of Marikina to immediately proclaim Teodoro.
