Mayor Abby Binay on Friday announced that the city government has granted permanent status to 1,695 casual employees and promoted 914 regular workers since 2017, a move aligned with her administration’s ongoing commitment to public service excellence.
“Competent and motivated workers are the backbone of efficient and quality public service,” said Binay. “By providing security of tenure and recognizing their valuable role in the city government organization, our employees are inspired to excel and serve our constituents better.”
In addition, the mayor approved the conversion of 698 job order (JO) personnel to casual status and the promotion of 704 qualified casual employees, recognizing their consistent and conscientious performance.
Mayor Abby also led a recognition ceremony at Dusit Thani Manila for 207 employees who have served the Makati City government for 30 to 45 years. Each awardee received a Seiko customized wristwatch, a glass plaque, and cash gifts ranging from P25,000 to P40,000. Eighty-two retirees and the year’s outstanding employees and offices were also honored.
The Loyalty Service Award, introduced by Mayor Abby in 2016 shortly after taking office, grants financial incentives to both regular and casual personnel who have served at least 10 continuous years. Awardees receive a P10,000 incentive upon reaching their 10th year and P5,000 for every five-year milestone thereafter. Since the program's launch, the city has spent P83.5 million on loyalty incentives.
Beyond tenure recognition, Mayor Abby also enhanced employee welfare programs. In 2017, she rolled out the GSIS Group Personal Accident Insurance (GPAI) Program through the city’s Peace and Order and Public Safety (POPS) Plan. The program provides P1 million in accidental death or dismemberment coverage, P50,000 in medical reimbursements, and P10,000 in bereavement assistance. The initiative has earned Makati two consecutive GSIS Seal of Protection Gold Awards in 2023 and 2024.
The Civil Service Commission – National Capital Region likewise recognized Makati with a Certificate of Recognition for achieving Maturity Level 2 in recruitment, selection, placement, and rewards and recognition systems.
Makati also launched a Performance-Based Bonus (PBB) program in 2022 and began granting step increments to qualified employees. In 2024, the city introduced a Night Differential Pay program to further enhance employee benefits.
These reforms underscore Mayor Abby’s comprehensive strategy to professionalize city governance while ensuring Makati’s public servants receive the recognition and benefits they deserve.
